Wacky Russian Faucet Wants It’s Water Back

Thanks to a water line break, many people have experienced turning on the faucet only to find no water comes out. However, I don't know anyone who's ever turned on the water and had this happen.

There's probably some scientific explanation for this, but I'd like to think they didn't pay their water bill so the water company is repossessing the water.
