The announcement was made yesterday but Denver mayor Michael Hancock as reported by MSN. This is happening thanks to the partnership of the Denver Sheriff Office and Denver Health.

No, the only inmates that will be eligible are those who would be qualified to receive the vaccine if they weren't currently incarcerated.
