As a father who's daughter is dating age, I understand what he's telling would be suitors to expect from him and what he expects from them. As fathers, we also know once she leaves on a date, short of stalking them, we're left to hope that our words to the young man are powerful enough.

Even more important is that we as fathers (and mothers) have raised our daughters to respect themselves. They should also be able to tell the difference between a young man's desire and true love. In other words, they know love and sex are not synonymous.
